"Local Security Practices - expectations of science, and sciences expectations of practice" seminar

Dear Colleagues,

It is my pleasure to inform You about the "Local Security Practices - expectations of science, and sciences expectations of practice" seminar, featuring a promotion of a new book "Coordination of local action for security", which will take place on the 30th of January 2015.

This volume presents the results of a four-year research project conducted by researchers and doctoral students of the Jagiellonian University, supported by experts from across Poland, and financed by the National Centre for Research and Development. The research covered reports by county security and order commissions and county crime prevention programmes, initial questionnaire directed at city presidents and starosts, as well as interviews with local experts involved with improving security. I would like to once again thank everyone involved, as without your cooperation, support, and generosity this research project would not be possible.

I would like to invite you to a discussion on project's recommendations, which aim at improving local action for security. Furthermore, the seminar will serve to better understand the expectations of representatives of institutions, organisations, and services looking after security in performing their daily duties, and researchers approaching this topic from an academic standpoint.

So far, the important problem of coordination of local actions for security was not a subject of research or broader interest in Poland. Due to lack of local knowledge in this respect, as well as the growing body of knowledge on the subject in other European countries, the investigation of this issue became a pressing matter. In the years 2010-2014 a research team from the Faculty of Law and Administration of the Jagiellonian University conducted national research financed by the National Centre for Research and Development. A dogmatic method and empirical research were both utilised in the course of the project. Empirical research methods involved analysis of:
• County crime prevention and public order and safety protection programs;
• Reports of security and order commissions serving under starosts;
• Postal questionnaire;
• In-depth interviews with representatives of fifty two counties;
• Comparative analysis of solutions implemented in selected European countries.

The Sociology of Law Department gathered individuals for whom local security is of paramount importance. They were interested in utilising current knowledge, verification of theoretical concepts being developed in global subject literature, interested in the real process of providing local safety in Poland, and convinced of the necessity of the development of dialogue between practitioners and academics. The research yielded recommendations for improving the current situation by proposing changes in the law and country's organisation.
